Operation GOALS

The Operation GOALS, which stands for Global Operation Against Looming Synthetic drugs, was designed to create a joint response system at a global level through risk profiling on suspicious consignments and tighter controls against trafficking at borders. The scope of operation was mainly synthetic drugs trafficked through all modes of transport. The Operation GOALS, a Customs-led global joint operation targeting synthetic, was actively participated by 79 WCO member administrations, 8 WCO Regional Intelligence Liaison Offices (RILOs), 11 international organizations and enforcement bodies including the International Narcotics Control Board (INCB), United Nations Office on Drugs and Crime (UNODC), EUROPOL, INTERPOL, and Joint Airport Interdiction Task Forces (JAITFs) from the Airport Communication Project (AIRCOP- UNODC/INTERPOL/WCO), Container Control Programme (CCP), Global SMART Programme, Guardia di Finanza of Italy, National Police of Peru, Philippines Drug Enforcement Agency (PDEA), Cambodia National Authority for Combating Drugs (NACD).A real-time and timely intelligence sharing, which was the main purpose of the Operation, was consequently achieved by the active support and cooperation of each participating administration during the intensive operation phase.
